According to Jane Jacob, author of "the  Death and Life of Great American Cities",  a mosaic of culture, religion, demographics, income backgrounds, life experiences, densities, mixed use, pedestrian friendly streets, different types of dwellings, are what constitute a thriving neighbourhood. Just because a neighbourhood has parks and green space doesn't make it more desirable or safer to live.
